Tax levying is an ancient tradition in which public paid a definite quantity to their masters as a share from their earnings. This tradition is somehow still in practice in the modern era in new disguises as sales tax, income tax, direct tax, indirect tax and many more depending on the varying criteria. Service tax is the latest edition to them, that may be referred as, ‘amount surcharged on the special services utilized’.
Service tax was introduced by an amendment in the Financial Act, in the year 1994. Primarily, several services like telecom, general insurance companies, stock brokers etc. fell under the service tax. With the passage of time and rapid growth of the economy, the range of service tax widened as today several streams have been identified liable to pay the service tax for example rent a cab scheme operators, architects / interior decorators, practicing cost accountants and practicing company secretaries, management consultant, real estate agents, security and detective agencies, market research agencies and many more and still the procedure of identification is going on. However, there are several services that have been exempted from the service tax like tour operators, caterers, good transport and many others.
There has been a lot of confusion on the issue of service tax, which is quite visible by the frequent amendments and the policy changes of service tax over the years. Service tax has played a vital role in the financial boost of our country. However, govt. is trying to reduce the burdens of all the taxes including service tax by unifying all of the taxes. Hopefully, this procedure would bury all the skepticisms on the taxes and tax viabilities.

The people of India are eagerly waiting to see the national hosting the commonwealth games in 2010.delhi won the right to host the common wealth game after defeating Canadian city of Hamilton at CFG general assembly in November 2003. It will be the third major event in Delhi after the Asian games in 1951 and 1982. The Asian games in 1982 brought a phenomenal infrastructure change in Delhi and the same is expected this time. It is a major challenge for the Delhi government as it’s the second time that an Asian country has got the privilege to bring together athletes from various countries under one roof.
With only two and half year left in the common wealth games the work in process is not at the pace at which it should be .The sealing drive in Delhi in the wake of the common wealth games irked the resident and the small businessmen of the capital. Government’s plan of renovating Delhi ahead of the commonwealth game is lost amid its tussle with the MCD. Though the renovation plan has been made the execution is still on hold. The hosting of the game will require a complete facelift of road, transport, hotels, new power plant and flyover. New stadiums are also proposed in some parts of the state. There was also a proposal of a common wealth village in the heart of the city near IP state of Akshardham temple, which will accommodate 8500 athletes and delegates from different countries. But the development of the proposed village is being continuously delayed with Delhi Development Authority (DDA) not finalizing the developer for the project yet. One more problem inflicting the village project is the woes of temple authority due to the proposed village. The temple authority has approached the DDA for not to disturb the peaceful surrounding of the temple in the process of the construction of the village. The total budget estimated cost of this event is $17.5 billion. The central public work development (CPWD) will receive Rs 1000 cr from sports authority to spend on overhauling of the stadiums. With the venues for the games decided and the plans for hosting the event formulated its all upto the Delhi government to carefully vigil the work in process of the common wealth games. As the countdown has already began for the commonwealth games, the government is running short of time to complete the pre event process of the commonwealth games
India’s performance in common wealth history has been far from satisfactory. Indian sports except cricket has lost its charm. Promotion of the other sports has been always overlooked. This is the time when India can reinvent its lost shine in athletics. By successfully hosting the commonwealth game India can make its brand image globally.
